This is a canon story (i think). In this story the timing takes place after the defeat of Nehelenia. Chibiusa has returned to 30th century Crystal Tokyo and the Outers have gone to take time for themselves.  The Inners are finding the balance of normality again. Mamoru has left to study abroad in America. All is calm in Tokyo, so Usagi decides to pay Mamoru a visit in Massachusetts. She leaves on a whim, and doesn't tell anyone where she is going or how long she will be gone. After some time a new enemy (the canon aspect) comes in to find the Silver Crystal, only these enemies are different from any other enemy, they are stronger and a lot harder to defeat and detect (i may need some help coming up with an actual enemy). Anyways the girls come together to try and stop this enemy, but because they were so caught up in their normal life styles they had not noticed Usagi was no where to be found. How will they defeat this new enemy, will Usagi return to Tokyo, and what is Mamo's reaction to her surprise visit? Well that is up to us in this RP.

A villain...i am trying to think of what they would be after...should they come from a different planet? Or they have been on Earth biding their time and now finally have the chance to reveal themselves

hmm i think the idea of being on earth biding their time sounds good, but maybe they originated from a diff planet.

Yeah! They came to Earth centuries ago and maybe their first attempt at an attack failed so they waited and grew stronger.  They could have been watching the Senshi and know how to fight them.

That sounds good. How many people should be in charge? Is there one leader or multiple leaders in different factions?

i would say 1-3 leaders if 3 then in different factions, but they control large groups of monsters/ villains. the villains are strong and also will have different powers depending on which villain the senshi go up against. They are not easily defeated. I almost want them to have a manipulative factor...which they kind of already have being blended in with society all this time.

It could be someone close to them and they don't even realize it

yea it could i kind of like that, like Naru...but she was only close to Usagi, but just an example.

perhaps a villain who is very charismatic. That would enable them to blend into society and be close to the senshi crew. Perhaps even having one of the leaders close to Mamoru in the US.

What is the main reason for these enemies to be attacking the senshi? Stealing energy was a common theme in the series but maybe something more diabolical would work?

hmmm i like all these suggestions, but maybe the enemy doesnt know about usagi and his connection to mamoru, and of course doesnt know shes in the US. and i like the diabolical aspect, it helps with the strength of the enemy.

A charismatic,  diabolical villain, I like it! Could they sense that the Senshi has power and sees them as a threat? Perhaps they want to try to get to know them to see if they would be the type to get in their way.

Saturn - a great idea! Perhaps like testing the senshi to see if they are even worth fighting? It would give the villains a sense of aloof arrogance.

Perhaps the baddies are after Mamoru because there is something special about him, like he gives off special energy or has some unique skill (which has enabled him to be in the US in the first place). Then the baddies want to capture or take advantage of that energy or skill to further their plans (whatever they may be). 

In my mind the enemy leaders would be Machiavellian in nature in that to them the end justifies the means. However, I think it would be interesting to have their end be something everyone can relate to (like saving their race/world/etc).

Of course MizzMoon this is your idea so I defer to your preference and ultimate decision.

you ladies are bringing great ideas, I was completely stumped on the villains. I would like to have Mamo not be brainwashed though, its an overused angle, but the villains being after his power/ energy is very different from going after moon and the silver crystal. I like these ideas very much .

what about having the villains close to Mamoru, like perhaps close friend (maybe the first friend he made after coming to the US). Or room mate? 

ANNNND said energy spikes or his skills are heightened after he's on the phone with someone from Japan (Usagi).

ooh i like it but maybe hes the leader of the baddies and his minions are in japan and are watching the senshi (who are adjusting quite well to a life of "normalcy")

I like the roommate idea, why would he suspect a roommate, that would work well, that could throw him off!
