Outline:

A. Risshun acts out on part one Mio's plan. Disuse himself as servant in the palace. He learns about the Inners' weakness and reports to Mio. He accidentally befriends Haru and Lady.

B. Mio moves forward to part two of her plan. She sends out yomas to attack the planet and kidnaps the Inner senshi. Lady, the quartet, and Haru decide to act on their own and take down the yomas.

C. The final battle.

How this? I'm thinking after Mio is defeated we can continue the story with maybe Lady becoming Queen and Haru being the captain of the Royal Guard? Beside the senshi I feel like NQS would have a royal guard for back up to assist the senshi.
